Created at the request of many of Montreal's economic and tourist-trade representatives with the idea of boosting the winter tourist season and economic activity in the downtown area, the MONTREAL HIGH LIGHTS Festival is a private non-profit corporation whose mission is to create, organize and promote a festival-type event of international scope.

Its Board of Directors consists of 15 members. In addition to the president of Festival, Alain Simard and the Chief executive officer, Jacinthe Marleau, brings together nine representatives of Montreal's cultural milieu, in tourism and business. Four representatives of L'Équipe Spectra, overseer and designer of the project, complete the Board.
